Bede Kearney
Audit Director

Bede has been with Audit New Zealand since 1976. He has a wide range of both commercial and service-oriented clients. He is the chair of our local government sector group, has been involved in the Society of Local Government Managers' legal compliance project from its inception, and is a member of SOLGM's financial management working party. Bede has presented at numerous local government forums on a variety of topics.
Bede is a Fellow of the Institute of Chartered Accountants of New Zealand.
David Walker
Audit Director

David joined Audit New Zealand in May 2007, and works on audits in our local government and tertiary education sector groups.
David has more than 15 years experience in professional firms in New Zealand and abroad. His work experience includes both private and public sectors covering auditing, accounting, taxation, information systems, and business and management advisory services. David's relevant commercial experience includes several years with a New Zealand listed company covering risk management, and consulting to a couple of District Health Boards.
Jason Biggins
Tax Director

Jason joined Audit New Zealand in May 1994, and heads our in-house tax division. He is also the chair of our Energy and Licensing Trust sector groups. Jason is responsible for delivering tax audit and tax assurance services, and has developed our tax audit approach in relation to income tax, GST, and other taxes.
Jason has a comprehensive understanding of the tax risks and issues affecting the public sector. He also has an in-depth knowledge of the accounting requirements of SSAP 12 and IAS 12. Before joining Audit New Zealand, Jason worked for seven years in the private sector accounting arena, including four years with Touche Ross in Wellington.
Scott Tobin
Audit Director

Scott joined Audit New Zealand in 1996. Scott specialises in the local government sector, and had a leading role in developing and applying the audit methodology for (and review of) local authorities' Long-Term Council Community Plans. He is a member of Audit New Zealand's local government sector group. Scott's audit experience also encompasses a range of other public sector clients, including crown entities, tertiary institutions, energy companies, and many commercially-focused public sector organisations.
Scott has also supported clients through reviews of critical organisational aspects of their business. These have included reviews of major capital project management, internal controls including fraud, and asset management planning.
