Tendering and procurement

Giving you confidence in your tendering and procurement process

We aim to give you confidence that your tendering and procurement process is consistent with good practice, is not at risk of failing through poor tender and evaluation processes, and is transparent and fair.

A huge range of services, supplies and facilities, and infrastructure development is procured on a tendered basis with central and local government.

The tendering is usually undertaken on a competitive basis, and for specialist services or supplies this may also be on a selected or pre-qualified basis.

Organisations may use traditional tendering or contracting approaches to their procurement, or new approaches such as partnerships, joint ventures and alliancing.

The tendering and procurement processes must be robust and fair enough to satisfy all the parties involved in the process, such as contactors, consultants and purchasers.

The processes must also meet expected good practice for procurement in the public sector, such as guidelines issued by the Office of the Controller and Auditor-General.

Our services

We offer both real-time and retrospective assurance over these tendering and procurement processes.

We will:

  • Review the tendering and procurement processes, including the evaluation methodology, and compare those with good practice.
  • Monitor and review the actual tendering process, including any Expressions of Interest (EOI) and Request for Proposals (RFP) processes and the evaluation process, to ensure the integrity and fairness of those processes.
  • Act as an independent point of contact for tenderer enquiries on probity or process issues.
  • Provide specialist process and probity advice as necessary.
  • For real-time assurance, identify and advise any issues as they arise so as to minimise risks to the processes.
  • Provide assurance reports at the completion, or if required, at each stage, of the tendering process.
